Canada’s economy is facing a reckoning.
We’re underperforming on productivity, watching our best tech talent get poached by foreign giants, and struggling to keep startups alive long enough to scale. The capital just isn’t flowing where it’s needed most — and without it, we can’t build the kind of innovation economy Canadians deserve.
That’s why, two years ago, I started asking one simple question:
If Flow-Through Shares have worked for mining since the 1950s, why aren’t we using them to power our tech sector today?
The logic was obvious. Flow-Through Shares are a made-in-Canada success story — they’ve helped junior mining companies raise billions in high-risk capital by letting Canadian investors deduct their investments. It’s smart, it’s effective, and it builds Canadian wealth.
So… why not tech?
I’m not a lobbyist. I’m not a politician. I’m a headhunter.
But I’ve spent four decades helping companies find the leaders they need to scale. And I’ve seen it firsthand: when capital dries up, so does ambition — and even the best leadership can’t save a company that’s been starved of oxygen.
So I did something about it.
The Team That Made It Real
I co-founded CanFlowThrough.com with Paul LaBarge, one of Canada’s most respected tax and policy minds. Paul was the architect who helped draft the original flow-through legislation decades ago — so when he told me, “Yes, this can work for tech,” I knew we had something worth fighting for.
But a policy idea is worthless if no one hears about it. That’s where Paul Brent came in. Tireless. Tactical. Relentless. Paul turned this campaign into a national story — pushing media, shaping messaging, and ensuring the right people heard us at the right time.
Together, we built a coalition. We brought in voices like Terry Matthews, J. Wayne Gudbranson, Suzanne Grant, Peter Nicholson, Alex Tapscott, and others who knew exactly what was at stake. We hosted webinars. We published articles. We briefed MPs and met with stakeholders from coast to coast.
Then something extraordinary happened:
The Liberal Party adopted Flow-Through Shares for tech into their election platform.
It’s there, in writing. A national policy priority.
We did that — all of us.
But It’s Not Over Yet
Let me be clear:
Flow-Through Shares for tech have not yet become law.
They’re a policy plank — not legislation.
Which means this is no time to declare victory. It’s time to push even harder.
If we stop now, the policy could vanish into bureaucracy. But if we keep going — with your help — we can get it into the federal budget and unlock $500 million in early-stage investment that would never exist otherwise.
That’s not just a win for startups — it’s a win for all of us.
Why I’m Speaking Up Now
I didn’t do this for credit. None of us did.
But if we don’t speak up now — and explain why this matters — then we risk losing the opportunity we’ve created.
I’ve spent my entire career helping organizations recruit transformational leaders. I know that success hinges on three things: a mission worth fighting for, a plan to execute, and the right people to carry it forward. That’s exactly how we ran this campaign.
It’s also the foundation of my upcoming book, Revolutions Need Leaders. And this campaign — CanFlowThrough.com — is living proof that the principles work.
